A subject line is the only part of an email most people ever see, and it is judged in an inbox that shows about forty characters on a phone. The preview text beside it is a second line most senders leave empty, so the inbox fills it with whatever the email starts with, which is usually 'View this email in your browser'.
Where a subject gets cut off is measured in pixels and every inbox differs, so these counts are a guide rather than one client's exact truth.
