Speed is not bought once, it is held

The build is the cheap part. What costs money is the discipline that stops the site getting slow again, and almost nobody prices that.

The short answer

A rebuild buys you a fast site for about four months. Holding it costs a budget written into the definition of done and one person with the authority to reject a change that breaks it, and that is a process cost rather than a project cost.

Why fast sites get slow

Nothing dramatic happens. A tag is added for a campaign. A font is swapped for a brand refresh. A chat widget is trialled and never removed. Each one is defensible on its own and none of them is ever measured against the page it lands on.

Four months later the site is where it started, and the only proposal on the table is another rebuild.

What holding it actually requires

A number that changes are judged against, measured on the route that matters rather than the home page. A check that runs on every deploy and fails it. And a person who is allowed to say no to marketing, which is the part that is organisational rather than technical.

  • A budget expressed as a number, on the route that sells
  • A check in the pipeline that fails a deploy, not one that warns
  • A named person who can reject a change on those grounds
  • A monthly reading somebody is accountable for

What this costs against what a rebuild costs

The discipline is a fraction of the rebuild, and it is the only one of the two that compounds. A rebuild with no budget behind it is an expense you will repeat; a budget with no rebuild often removes the need for one entirely.

Answers

What to take from this

  • 01A rebuild buys roughly four months unless something holds the line
  • 02The budget belongs in the definition of done, not in a report
  • 03A check that warns is a check that gets ignored
  • 04The hard part is authority, not engineering
Nothing here answers it

Ask the question directly

What number should the budget be?
Whatever the route currently achieves on a mid range phone, rounded down slightly. A budget nobody has ever met is treated as aspirational, which means it is treated as optional.
Who usually holds it?
In practice, whoever owns the deploy pipeline. It has to be somebody whose job does not depend on shipping the campaign that is about to break it.

New builds, rescues and re-platforms, measured against what the site earns rather than against how it looks. The brand system that carries it is built in the same engagement.
